Yes, something very unnatural seems to have happened there. Quite perverse, I think the UK government has legislated against this sort of thing not so long ago.

Which part is tax exempted apart the V5C which has no relevance, it needs to be IVA'd & when you can can touch the front wheel whilst sat in the passenger seat it ain't going to happen.
